This place on the road to Phnom Penh, just past the super-low-budget Bopha, offers basic fan rooms that are much like the ones at the Rithisen Hotel on the river, but without the advantage of being close to the river. The only advantage here is the addition of teeny, tiny, TV sets. The friendly staff explained that Phkay Proeunk is Khmer for 'morning star,' which gives it a slight advantage over the Bopha -- they can speak some English.
