What we say: 
The Tharn Thong is the cheapest budget hotel in Phayao, especially since the indefinite closing of the Wattana next door. Clean and spacious rooms all have TV and hot water, though the bathrooms are a bit creaky and the hot water can go missing for days at a time. Get a room on the top (fifth) floor of the rear building for distant views over the lake. Little English is spoken, and the WiFi signal is variable at best, but if you're trying to get by on as little as possible, this is as comfortable a place as you'll find in town to do it.

clean decent cheap
Easy walk from Bus station but they will pick you up for free (and take you back for free)if you have heavy bags 054 431302 or 054 431 342 walking turn left from bus station and at the T junction turn right. Cross the main road and continue straight on and at next T junction turn left and follow the road as it bends to the right and at the next main road turn left and you will see the hotel on the left. Probably about 700 metres I had no problems with the cheapest room it was clean and comfortable and the staff friendly. Also free coffee in the morning

Good value
This hotel represents very good value for 220 baht/night. Bed is a little hard but staff is very friendly. You can walk to the lake or the bus station, less then one km. Food is very good at the restaurant within the hotel. Made a mistake and used a 5 point scale on the comments below, this is correct.

Good value

Pretty bad, try to avoid
Very old rooms. Toilet didn't flush too well. We spent little time in the room luckily, otherwise we would have moved. In Thailand I've found that spending 450B plus is a good idea.
