The Tharn Thong is the best budget hotel in Phayao. Clean and spacious rooms all have TV and piping hot water, though the bathrooms are a bit creaky.
Get a room on the top (5th) floor of the rear building for distant views over the lake.

Very old rooms. Toilet didn't flush too well. We spent little time in the room luckily, otherwise we would have moved. In Thailand I've found that spending 450B plus is a good idea.

Away from the lake, but just a five-minute walk from the bus station, the Phayao Northern Lake Hotel has perfectly adequate, very well-priced rooms, all with a/c and hot water.
If the Wattana and Tharn Thong are too grubby, this may be your preferred choice.... more

This is the poorer choice of the two Thai-Chinese hotels in the downtown area. The rooms are basic, and though some are reasonably clean, the bathrooms are uniformly vile.
