If you want to take all your meals at Lac Thien (a sane plan, we think) this place right up the street is a great place to camp out, with the added bonus of being strolling distance to the Citadel. The rooms are a bit worn, but feature vanities, tile floors, tubs, cable TVs, fridges, and clean bathrooms. You can save some money going for one of the fan options, and large groups make out well here, too. The local feel is a good alternative to the scene south of Le Loi on the other side of the river.

Short visit

Looked at a few of the rooms and the prices being stated were outrageous. Checked out the 80,000D room that TF notes and the Viet lady was asking 150K D! Even negotiating in Vietnamese did nothing to lower the rate. Small, room, basic and ok at 80K, but not worth anymore in Viet Nam; once out in street she came out and offered to lower the price a little.
