Hotel 27 is primarily targeted towards Vietnamese, though they accept western guests. The facade of gleaming white and silver hides behind it fairly dreary, though massive rooms. If there are three or four of you wanting to share, then this is worth considering -- just don't expect the rooms to match the facade.
