Phao Dai commands a majestic position, sitting on a forested hill at the end of the To Chau Bridge on the way into town. It's a great location, with views of town, the ocean, and distant green peaks -- unfortunately, the hotel designers didn't seem to be aware of that. All of the rooms open onto a wide communal walkway, meaning that not a single room actually has a view. The rooms themselves are spacious and have high ceilings, but despite being sunny they were all pretty musty. Tiny grotty bathrooms didn't add to the charm.
