What we say: 
This giant hotel along 7-5 Road, set well off the road behind a huge reflecting pond, is exactly the kind of place we'd expect to be awful, but it's not so bad. All rooms are light, very clean and come with above average shower bathrooms, but beyond that the standard rooms are nothing special. The larger rooms however come with big windows, a balcony, dark wood furniture, a desk, some puckered red carpets on the floor, tea making facilities and good bedding and are excellent value. The staff speak hardly any English but are very sweet.

Very Comfortable
We were looking for "The Party Hotel" (just to say I had stayed there) and this is the place our taxi driver came up with. Translating their business card does seem to indicate that it's run by the "Office of Party Committee of Dien Bien Phu" - so it may not be the kind of party place everyone has in mind. The price for a twin room was $20, rather more than indicated here but perhaps our driver organised a "special" price for us, who knows - but later we asked at the Dien Bien Phu Hanoi Hotel down the road, and their price was similar. The room was very comfortable and spacious, no cause for complaint there, and everything worked. We woke up early to catch the bus to Laos, but we probably would have been woken up anyway by the 1984-style call to exercise broadcast over loudspeakers on the main street at 4.45am - I doubt you can avoid that in this town. People must get used to it, because the staff slept right through it and we had to make quite a racket to wake them up to get our passports - if you're doing the border crossing it might pay to ask for your passports back the night before. Can't comment on breakfast (if there was any), but we had a good night's sleep while it lasted, and I would probably head back to this place next time I am in town.
