What we say:

One of the few three-star hotels in Saigon's backpacker area, Liberty 3 Hotel is one of four Liberty properties. Walking in to the Liberty you can tell you're not in budget digs, with the lobby large and well maintained and sharing the floor with an upscale coffee shop. Rooms are tight but clean and are equipped with the essentials, WiFi, air-con and private bath. Sitting on a busy corner of Pham Ngu Lao Street the hotel does experience its share of noise, so try to get a room on a higher floor to avoid it. Rooms streetside make up for the noise with nice balconies, good for watching the chaos down below. Breakfast is included but can be skipped to save a few dollars a night.
