Koh Tao is has a few sites where they are seen - but you do have to go by boat .....March, April , May and Sept and October are good times to come but they do pop up randomly during the year too....
Whalesharks have been quite regularly spotted over the last few weeks - with intermittent sightings since March... Sept and Oct is also a another good time to see them.

I haven't dove in Thailand but have been to Palau a few times and have had a couple amazing dives where there were whale sharks. My last trip was in March, which seems to be about the right time for whale sharks migrating. Two Palau dives that are great for seeing them are Peleliu Express and the Blue Corner. The links are to Palau Travel and Dive which is a pretty cool site, so bounce around it to see the other Palau dive sites and things to do. It is hard to find a better place to dive than Palau.

where can I dive with whale sharks in Thailand? And is there any good diving sites that can be reached without a boat (close to the shore)?

Obviously there's no guarantee, but Phuket/Phi Phi/Similians and Koh Tao have regular whale shark sightings.
Shore diving is popular in Thailand -- the good sites are only accessible by boat.

I did 7 dives in Koh Tao and didn't see 1 shark.. Some some Rays, cool fish, crabs etc. The morning before I go there they spoted a whale shark.

i did 350 dives round phuket/similans over 2 years, and never saw no whale sharks
although we always used to tell the punters that there was a chance!
