Hi I stayed at Nan Da Wunn Hotel last December. Centrally located and very decent rooms all with private balcony, and ensuite hot water bathroom. I was in one of the cheapest rooms and it didn't have much of a view from the balcony (read a high wall about 5m away) but it was pretty good value @ $10 or $12 (can't remember exactly). They had better rooms, well within your budget too.
Put it this way, I'd be perfectly happy to stay at this place again.
