Discovery Pass or Excersion Fare with Lao Airlines

WE will be in Siam Reap in July and want to fly to Luang Prabang for a few days then on to Hanoi. The Thai airlines office in Australia says we have to fly one leg with Thai Airlines to take advantage of Discovery Pass. This makes an extra trip and would be more expensive.
Lao Airlines has an Excersion Pass between the destinations but inform us that we must purchase tickets at one of their offices in Asia. Is this true or can Excersion Pass be purchased from travel agents in Australia?
