buying property in snookyville is extremly tricky and dodgy. and the unexpected is always around:the german guy, who runs and owns the freedom guesthouse and bar/restaurant needed more than a year to fix the monthly bribe-money with the local police/mafia/officials and so on.
just rent a place, try your luck, never invest too much. if the paying gets higher than the earning-simply give up!

Buyer beware! No shortage of people who got their fingers burnt dabbling in Sihanoukville.
I'd suggest the messageboard over at Tales of Asia is a good place to start, and they've also got a classified section for business opportunities.
