Chinese new year is early Feb yes but it's not an official holiday. Plenty of people will be taking a few days off and have picknicks and such but it's not very exciting for foreigners like the water festival or Pchum Benh with boatraces or templevisits.
The only festival in Feb is Meak Bochea (18 feb 2011 but it depends on lunar calendar).
This is a true (theravada)buddhist holiday and celebrates birth, life and death of Buddha. This is a festival for devoted buddhists and only/best enjoyed at pagodas. If you're interested in buddism this is a great festival but not the type that attracts big crowds and a party atmosphere. If you don't come near a pagoda you'll hardly notice anything.

There should be something around Chinese new year probably as the chin & 'nam people in cambodia will celebrate this. don't know anything else.

This is also celebrated in Thailand and Laos.
