I have finally managed to get some definitive information on ATM withdrawals in Cambodia which could assist others.
Those ATM's that accept overseas cards or Cirrus debit cards - very few but mostly in PP or Siem Reap - such as those at ANZ Royal Bank branches, have a physical limit on the number of actual notes that they can dispense at one time. That limit is 40 notes. The largest denomination $US notes that ANZ machines dispense is $50. So the most that you can get out in one withdrawal is $US 2,000.
You should be aware though that your own bank may have a daily withdrawal limit that is less than this. For example the ANZ in Australia has a $A 1,000 per diem limit. They are usually willing to increase this limit for the period that you are travelling overseas and are a good credit risk. You have to apply to have the limit increased and it takes a couple of days for approval.
