What is the procedure for getting a visa to enter Thailand by air? I would like the visa for 60 days instead of the "on arrival visa" which allows 30 days.
How many days between submission and pick up?
Is it a problem to get a double entry visa?

There is a write up on this on the PhnomPenh blog which should be of some help. Not sure about a multiple entry visa tho.

I got a Thai visa in Phnom Penh a few weeks ago and the information on the above link is pretty accurate. I wasn't asked for any supporting documentation although others there were. At that time they were issuing free visas - 60 days but no double entry. That has also been my experience other years at other embassies - if they are giving free visas it won't be double entry. Originally the free visa was only until the end of March and I don't know if it's been extended but if you have to pay for your visa I suspect you'll be able to pay for a double entry.

My friend recently got a VISA and was only issued with a single entry as her plans only required a single entry even though she tried to get a double entry.
the time was around 3 days between application and pick up. All in all is was easy as pie
