I don't think you can -- perhaps a travel agent could run your passports down to the embassy Phnom Penh to get you one, but that would take at least a day, if not more.

I made that inquiry of my guesthouse in Siem Reap. The owner said it would cost $45. and take 2 or 3 days. In PP, I have read the visa is #35. and takes 1 or 2 days. Hope that helps.
