You'll need some time and best to bring your own design or picture. They are less organised and less aimed at tourists so you will not likely find books/magazines with chef's uniforms.
Chef's jackets are also cheap to buy. Having a name or logo sown in is easy. For the latter you should be near Independence Monument on Norodom street.
Tailor you can find everywhere. There are a few on Sihanouk blvd, also near O-Russey market. Language will be the only issue and it's almost mandatory to have a good picture with you.
