Yes, definitely. I was there in Oct 2006, and i saw it. I didn't take it though, so don't know the price. I think it isn't really a tour, as it mainly floats up to some 100 - 200 metres from the ground, stay for a while, and then descends, but shuold be good enough to get a good bird's eye view over the area.
It's a tethered balloon - when it's at it's maximum height you can see over much of Angkor Wat. Not sure on cost, perhaps US$10-15 a head, though I'm not sure.

The balloon is owned by the Sokha company; the same ones who own the rights to the tickets to Angkor Wat as well as many other things in Cambodia.
It is 1km from the Western entrance to the temples, looking East directly towards Angkor Wat. You can take the road from the Airport to the balloon and not actually pass through the complex so you do not actually need a ticket to go up; this can be done on a day after you have seen the temples.
The balloon is tethered, as all above say, but my info says it rises to only 180metres. It goes up and down from sunrise to sunset, but if you want to go at a particular time i would recommend bookings; booking esential for sunrise or sunset. Your guesthouse can book for you or you can call 012 520 810 yourself.

It's probably a better way to see AW - the walk to the top of the temple at night to see the sunset was unbelievably crowded! But still worth it.
