I am trying to find out if we can get a taxi easily from Kep, Cambodia to Tach Gia, Vietnam. How much would it cost and how long would it take?
Can we also cross the border to Ha Tien and get a taxi?Again how much and how long would it take?
About the Hydrofoil- can we buy a ticket from Rach Gia to Phu Quoc Island just before leaving, or do we have to book in advance, and where do we book this?
From Kep to the border most of the transport is tuk tuks and motos. The road is dirt and badly rutted, but I can't see why you couldn't get a taxi to do it. Given a moto will do it for around $7, I'd guess $10-15 for a taxi.
Note you'll have to arrange further transport on the other side of the border to Rach Gia as I don't think a taxi would be allowed to cross -- though could be wrong.

The Last Appetite has a good report on the journey from the border all the way to the island -- I've not done the trip myself unfortunately.
For the boat tickets, buying them on the day is fine.
