I would appreciate any info on river travel Phnom Penh to Stung Treng - travelling February.
Mekong water levels, reputable boats - live aboard or not. Thanks in advance

The regular passenger boats no longer run on this route. All public transport is by bus/share taxi. There are occasional reports of people rustling up irregular boat transport, but it's irregular.

I think we typed the above messages simultaneously!
The regular boats out of Kompong Cham no longer run. You could ask around and see if a freighter/barge was going -- if it's heading upriver chances are it will be able to drop you somewhere, but it's a very informal set up.

Further to the above discussion - is it possible to do Mekong River trips out of Kratie to the Laos border at this time of year. Prefer live aboard if possible
