Can anyone recommend a hotel in Phnom Penh that's not outrageously priced and has free wifi or at a nominal cost? Or second best, a hotel with internet on a computer or two in the lobby?

Free WiFi is increasingly common in Phnom Penh Most of the pricier places will offer it either for free or for an additional charge. Tonle Sap hotel (on top of the Pickled Parrot) springs to mind and has rooms from $20. If you want to spend less than that, you may be better off to use one of the cafes with WiFi instead.

The above answer is quite accurate. Of course, 'reasonably priced' is very different for different travelers. On my next visit in September I think I will stay at the Foreign Correspondents Club which is reasonably priced for what you get. Some rooms are in the $40 range and since I am from a € euro country that makes it very reasonable at the moment.
Have a great trip!

Thanks to both. We were hoping for something around the $15-20 U.S. range. It's funny, there are quite a few options like this in Siem Reap and on top of that heaps of hotels with computers for customers to use but far fewer here in Phnom Penh it seems. Anyway, we went to Boddhi Tree Umma and got a room for $19 can use the wifi at their sister branch, Del Gusto. That's not too bad. If you can get a room at Del Gusto, there are a few for $16, then you're set but there are only a couple in that price range. I also read about the Flamingo Hotel which has free wifi and rooms with breakfast from $25 a night but we were too tired to check it out when we got here.
