The Cambodian government has trapped hundreds perhaps thousands of Vietnamese nationals in Cambodia, refusing to let them leave. In the past Vietnamese residents in Cambodia have ordinarily only been required Cambodian visas to enter and exit the country. As of last week, those visas have all been canceled unannounced and en masse and Cambodian immigration is refusing to issue exit visas or provide any means whereby they may leave the country legally. Vietnamese residents trying to leave the country through border crossings such as Moc Bai and the international airports in Phnom Penh and Siem Reap are being turned away - told by Cambodian immigration police that they do not have a valid Cambodian visa, that there is no provision for issuing new visas or stamping them out of the country. Cambodian immigration is telling Vietnamese arriving at land border crossings with Vietnam that the only way they can leave Cambodia is through illegal crossing points. Vietnamese trying to leave to a third country via the airports are being told that they simply cannot leave. If you are resident Vietnamese in Cambodia and carrying a Vietnamese passport issued outside of Vietnam, you are now a prisoner in Cambodia.
