I sit at the confluence of two rivers.
I'm a convenient base for exploring the surrounds.
I am within a two hour drive of two international borders.
I am not a capital city.
Most people reach me by bus, but I can be approached by boat and airplane also.
although for a second i thought it may be ubon, but i can't say that i'd ever heard of anyone arriving in ubon by boat, and while a good town, it isn't really as good a base for exploring as Pakse. so i'm still guessing Pakse.

okay, i don't think it can be luang prabang, siem reap, or phnom penh, based on the clues. so i'm going to guess Pakse.
