In most major cities (and the places I stayed in both Phu Quoc and Can Tho) they accept USD for payment at many hotels, shops, and stands. So that could make it easier if you happen to be running low on Dong with no banks nearby.
If euros are your home currency then I'd suggest changing some into dollars before you arrive (it is very difficult to get dollars in Vietnam) as a back up and then bring euros cash to change into dong. I wouldn't change your euros to dollars just to then change them into dong as you'll lose money on the transactions.
