The cheapest way from Bangkok to Laos is definitely the bus. There's a new-ish train connection now, and a 2nd class ticket should be about the same price as the bus, but will take longer.
Depends which border crossing you are entering at, but for all the main ones they can be reached by overnight bus from Bangkok. In some cases, eg Vientiane or Pakse, overnight train is also an option.
