The season from December to February is a peak season in Goa. Goa is one of the most ideal places in India to celebrate Christmas and new years. Booking accommodations in advance is a must during this time. You can expect double rates than you will find in the off season and better crowds from all around the world. Hotels range from budget to luxury boutique hotels.

I am italian...sorry for my english, the best time to visit the region of Goa is december and january. In this place there are many town and many beaches, some terrific some very bad. I suggest you to avoid Calangute. The best place is Palolem, very quite and lovely. On the beach there are many huts and many restaurant-bar. You can take a boat for 1000 rupies and go to Butterfly Island, one of the better beach i ever seen in india. The color of water is green! Another great place is gokarna ( 2 hours of train from palolem ) in the region of karnataka. Don't forget Hampi, very quite and holy place, you must take a sleepingbus, about 10 hours Bye, good trip!

I think the months of December and January is the best for tourism. I personally visited in January and thought it was the perfect time.

I think February - March is the best season for visit Goa. I personally visited in March 1st week and thought it was the perfect time.

I would say summers are the best time to visit Goa as the beaches are filled with lots of tourist and most of the events take place during that time the only drawback is that its overcrowd which makes it hard to find place to stay and get an automobile to travel around.
So either you can go at that time of the year or during October or November as there are carnivals during this time of the year. These are the two time periods where you can visit Goa.

Feb - March is right time to visit Goa. If you are going there, north Goa can be a better option for you.

It depends what you are looking for -
If you want to party - visit during November to January. Weather is cool and festive mood all around
If you are a nature lover - visit during Rainy season - Goa looks green and most beautiful, from the other months
The last is during summer season - If you just want to lay back and enjoy your holidays, then go for it!

Mid-November to Mid-February are the best months to visit the party capital since the weather is pleasantly cool and comfortable. You might want to book your hotels in advance since this is the peak season and prices of accommodation go way higher than you would imagine.
Mid-June to October is the time when the rains hit the beautiful Goa. There are parties across the length and breadth of Goa to welcome the rains. If you love the monsoon and the lush green countryside that the rain Gods turn Goa into, July to September is a great time to visit. One of the reasons to visit Goa during monsoons is also due to the festival of Sao-Joao (the fertility feast of Saint John the Baptist) that is held during late June. It’s an interesting event where men jump into wells that are overflowing to fetch bottles of the local alcohol called feni. You might get a good bargain at the hotels during this season.
