Is there a Web site that searches all low-budget Asian airlines, something similar to an Orbitz or Expedia?

No unfortunately not -- but there's not that many airlines to check. We track some of them over on AsiaNewsDesk

No there is no specific website but here are some reliable low cost company
www.airasia.com: Operating for several southeast asia countries
www.tigerairways.com
www.nokair.com operating for flights within Thailand.
