We are hoping to cross on Sunday by getting the bus from chiang rai to crossing. Am I right in thiking there are boats across the river all day until 1800? How often do they go? Thanks anyone who can help.

Yup. Boats go when there are enough bodies ready to go -- generally 5-6 people will be enough, but they'll go with less if you've been waiting a while.

Yes it's a very short crossing done with small canoe-sized boats that zip back and forth every few minutes. Border closes at 6pm but don't leave it until the last minute especially if you're getting your visa on arrival. On Sundays there's an extra charge of $1 or 40 baht (I crossed there last Sunday). Buses leave Chiang Rai old terminal 1 in town to Chiang Khong and take about 2.5 hours.
