Lao Aviation I believe flies CHiang Mai to Luang Prabang, but I don't think anyone flies LP to Hanoi -- you'll need to go to Vientiane for that.

I know that I'm answering a very old post here, but Vietnam Air as well as Lao Air fly the Hanoi-Luang Prabang route. I paid $313. for this round trip (Vietnam Air) in April 2010.
