Laos gets a lot of tourists flocking in during Chinese New Year. February 3, 2011 (year of the Rabbit).
Elephant Festival in Hongsa late Feb (not sure about 2011 yet) but in Paklay see http://www.elefantasia.org/spip.php?article152&lang=en
