Is this is to do, if so how easy is it to get to Chiang Mai from Laos! Preferably Luang Prabang
I did it the opposite way round a few years ago and took the slow boat
does it go back the other way!

Nothing much has changed since your last visit. Slow boat running between Luang Prabang and Huay Xai daily. Cross the border to Chiang Khong and get a bus to Chiang Mai. The border at Muang Ngeun / Huay Kon is now open to independent travellers but there are limited transport options to and from there.
