Luang Namtha has a BCEL ATM (maybe two now) across from the Manychan guesthouse at the new BCEL bank (I sat at the guesthouse and watched them building it in March 2009). Luang Prabang has at last count around 8-10 ATMs and Vang Vieng has 3 or 4 of them. They're popping up like mushrooms in most travel destinations. Heads-up about some backpacker hotspots such as Non Khiaw which still don't have that facility. So you're right to ask and should anticipate as per the out-lying areas and if/where in doubt carry enough viable cash to get through the next few days.

Bob's linked map is out of date as here are quite a few more BCEL ATMs, (and those of other banks), around now. However it does give you a bit of an idea of the situation about a year ago.
Yes, there are some ATMs still not listed on that BCEL page but as you say it gives a good idea of the increasing abundance of them and where. Re-assuring to new travellers, seeing is believing etc.

I was reading about ATMs in Laos, but most threads are very old, how is situation now in places like Luang nam tha, luang prabang, vang vieng?
