does anyone know whether there are any boats that still go between Vietiane and Luang Prabang. Everything online and in LP says no more boats because of road improvements. But some guy in Don Det said there were boats operating between the two cities and takes 7 hours. Any info would be appreciated.

AFAIK no passenger boats. thing that makes me wonder about the info from 'some guy in Don Det' is...it would take more than 7 hours just to get to Pak Lay from Vientiane by slowboat, & that's not even half of the distance to Luang Prabang...did you ask that guy when exactly he or anyone he knew last did that boat trip, & what type of boat did he/they travel by?
btw if your reason for travelling by river is scenery, there are boat trips in Laos more scenic than those along the Mekong.

there is the occasional freight boat that may be-or may be not, willing to take a few paying pax- pot luck, ONLY when water is high enough (=not now, untill enough rains have fallen) and takes at least 2-3 days (as lots of underway stops must be made). No comforts at all (think of WC etc) and plain boring after the initial 3-4 hrs.
That guy is most likely confused with the Huay Xay-Lpr speedboats.
