Is it possible to get from Chiang Mai to Chiang Kong overnight? If so how? Would this allow border crossing in time for the slowboat?
Alternatively is it possible to get from Chiang Mai to Huai Xai in one day, crossing the border in time on a Sunday? How would this be done?

Overnight? You'd have to hire a taxi for the 5 hour journey (it would be costly).
The day trip is either by public bus via Chiang Rai, or the dedicated VIP tourist bus directly from Chiang Mai to Chiang Khong .
The VIP bus leaves about 10am, and arrives at Chiang Khong at about 3pm.
The bus leaves everyone at the southern end of town. Pax must take a tuk-tuk to immigration and then cross the Mekong River (a 5 minute trip). The Laos immigration is open till 6pm. They invariably foist a US$1 'overtime' charge on pax entering after 3pm.

There are other really enjoyable ways to get from Huay Xai to Luang Prabang.
I note earlier you inquired about the Gibbon Experience. I don't know what you're now thinking. You can go to LP by road via Luang Nam Tha. Very pretty.
