Anyone done the slow boat from Chiang Mai to Laos in late February or early March?
Will the river level be high enough?

I'd think you'd need to take a round about route. Chang Mai is on the Ping River which after joining othe rivers flows out into the Gulf of Thailand below Bangkok.
