Hi, I am not to come to Philippine yet, but from Viet nam, I helped some Philippine's people, who need to go abroad, make visa application to come other countries (Bulgaria, Ukraine); They cannot make the visa from Philippine. I knew there are only 58 country's embassies in Philippine (see the list: http://embassy.goabroad.com/embassies-in/Philippines#). If someone would like to come to other country from Philippine, if any, it is better to completed the visa application before come in Philippine.

If the tourist is Vietnamese, or any nationality from the ASEAN nations, they do not need a visa to visit the Philippines. The same goes for all members of the ASEAN nations, they do not need a visa to visit any other ASEAN nation.
