Take the 2:50pm 2nd class sleeper train from CM to BK. This is scheduled to arrive at 5:30am but in the likely event that it's delayed an hour or two you can still make the 8:05am Sprinter train (2nd class reclining seat). This gets to Chumphon at 2:19 in the afternoon. Stay one night in Chumphon (several guesthouses near the train station and the ferry offices) and go to Ko Tao next morning at 7am with Lomprayah high-speed ferry (on Ko Tao at 8:45am).

Chiang Mai to Koh Tao (without a flight)
I dont wanna spent to long, but i much prefer Train to bus!
was thinking leaving taking train which arrives 6.40am
but the bangkok train leaves at 8am and arrives Chumphon 2pm, but im worried about delays on chiang mai train!
if i miss this the next train to Chumphon arrives at 9pm, is this to late for the boat to Koh Tao!
Maybe train to Bangkok then catch bus from southern bus station!
Thanks Dan
