Wondering if you can get a mini bus direct from the airport to Prachuap Khiri Khan and what cost and time would it take? Would be travelling late afternoon

No. The only mini-buses direct from the airport are to the Phuket Town and the main beaches.
The buses heading north all depart from the main bus station in Phuket Town. They do not stop at at airport. If you wanted to catch the bus without going to Phuket Town, you could try going to the main northern highway (about 3 km from the airport) and waving the bus down.
