Less chane of rain in the lower gulf then (Ko Samui, Ko Phangan, Ko Tao). But June usually isn't too bad elsewhere, maybe some late-day showers but otherwise can be very hot in April-June. Really heavy rains tend to wait until September/October.

Yes, after the Thai New Year (Songkran) April 13-15 tourism usually goes quiet until mid-June when many Europeans and Americans arrive and it gets busy again. So mid-April until mid-June you can often find discounts on guesthouse rooms and beach bungalows.

30-50% cheaper rooms in low season. Less crowds and generally much nicer. May to July is the best time to go.
