I'm currently in Chiang Mai and hoping to head to Pai for a few days soon. A local told me earlier today to avoid Pai as at this time of year a lot of Bangkok "rich kids" head up there and "annoy everyone".
Yes the Thai "rich kids" invasion of Pai coincides with "cold season" approximately Nov-Feb. Have been up there during those months seeing the Thai guys trying it on with young western girls (and ultimately failing miserably as they get too drunk and try too hard). The start of really low season is coming (September) after the Euro summer crowd slowly makes an exit, and definitely a low point for Thai tourists as well. Quite a lot of isolated flooding in Mae Hong Son province lately, which is another disincentive for Thai tourists moreso than the backpacker crowd which is willing to "risk" it.

Thailand is having one of the wettest/floodiest years in a long time, but Chiang Mai has come through it mostly unaffected (improvements to drainage). Pai and Mae Hong Son had flood troubles in early August but now seems to be ok (and very quiet).

Nope, no problems in Pai. Relaxing as usual here, just a lot of rain. The "rich Bangkok kids" come in high season (Dec-Feb).
