I'm wondering whether I should try to spend 3 nights each at these places or focus on 1 location only. Going low season so that could be an issue for Mook with seas beign more rough and some resorts being closed.

Prachuap all the way! We went in Jan for the first leg of our trip, hopped off the train planning to spend 3 nights there but ended up spending 6!
The food is amazing, people are lovely and you cannot beat spending the day on the military base. Beaches and food (hawker-style market/ stalls) are the business.
