We Will be coming from Hat Yai and I need to know if Penang is the closest town to obtain a 60 day tourist visa for Thailand.

yes. Or Kota Baru- cheaper to get to ex HY, but via terrorist bombing areas

Just did the Hat Yai - KL visa run a few weeks ago.
We flew to Hat Yai from BKK (890THB - Airasia) then took the overnight train to KL (440THB).
Submitted Monday, picked up Tuesday. Very efficient office! 110MYR.
