There is no public bus from Sukothai to Pai. But you can go to Chiang Mai and take the Bus to Pai there. Pai is more far from Laos than Chiang Mai. So if you want to go to Pai, you return then for Chiang Mai on your way to Laos. For example you can travel from Chiang Mai to Chiang Khong. From here you cross the Mekong River by a ferry and arrive in Huay Xai. There is the immigration for Laos, where you can get a visa for around 30 US-Dollars. Then you can travel down the Mekong to Luang Prabang by a boat. Look in Google with these words "River Cruise Huay Xai to Luang Prabang" and you will find tour operators. Another possability is not going to Laos, but discover Northern Thailand from Pai.
