Hey
just wanted to know if anyone knows the best and quickest way to get from sihanoukville in cambodia to the thai islands preferably koh phangan. Is it possible to go by boat??

There are no regular (passenger) sea routes from Cambodia to Thailand. There is a ferry from Sihanoukville to Ko Kong (near the Thai border) at least in the dry season.
The quickest way is obviously to fly (for example Phnom Penh - Bangkok, Bangkok - Ko Samui). Apart from that the way to go is a bus to Ko Kong and then a bus from Trat on the Thai side to Bangkok. From there you can cotinue by bus or train to Surat Thani.
