Chiang Khong is 2.5h by bus from Chiangrai, not sure how much faster it can be by car. Lao immigration closes 6PM.
Why do you need to cross the border on the same day?
Someone has posted on another forum about convincing a taxi driver at the airport to drive him to Chiang Khong, can't recall how long he said it took & the cost, & he arrived on an earlier flight.
Bus - hafta get to the bus station in town (~11km away) from the airport.

we were really glad we stayed in chiang rai . The lady from the guest house picked us up at airport stayed a couple of days . caught local bus from busstation in middle of town good deal. We left in the morning and went through the border on our own and stayed in Huay Xai , I think this is better than staying in Thailand. Huay Xai is quite a cool place we actually ended up staying a couple of days. The boat trip is hit and miss afair . Indian food in Pak Beng thumbs up.

You can fly to Udon Thani isntead , its much close to the boarder... from there you fined many buses and even a train that goes to Nong Khai station, just by the boarder.
