I've heard a lot of young people head to the Phi Phi islands for xmas/nye celebrations, I've not been myself at those times, but can imagine it would be great!
Bare in mind that phi phi is very small though, therefore accomadation will be limited and it is advisable to book something in advance.
Apart from Phi Phi, I'm sure there are other possibilities such as Koh Tao, Samui, Phangan etc.

I was looking for something fun to do NYE as well and came across a 5-day NYE/Full moon package that is cheap, has great accom and good value..i think it includes 5 meals , day trip to Ko Tao as well as the NYE gala on Phangan. It's even cheaper if you double up for accomodations so if this sounds interesting let me know. If anyone knows of this package (good or bad) would be great to hear from you as well... I'm looking for a GREAT party but in a responsible and safe way ;-)
