Hi mrasia,
Welcome to Travelfish!
You can get it only if you have previously arranged it via a travel agent in Vietnam -- I'd suggest you get to the Vietnamese embassy in Bangkok this afternoon and pay for an express service to pick up the visa tomorrow.
If you decide to try for a visa on arrival with travel agent, just Google "Vietnam visa on arrival" and you'll get a host of agents that can assist.
Hope that helps.

District 1 is actually known and called SaiGon. The rest is Ho Chi Minh City but most locals refer to the whole as Saigon.
