"Vietnam Discovery" Magazine June 2010 page 12 reports free tourist visas for August & September. Double check with VN embassy in your country.

Hm, makes my previous post even more confusing. I did some random web searches and it seems like this offer is in the media everywhere, but I haven't been able to find any verification from anybody who has actually received a free visa.

I think it applied for local travel agent with strict eligible criteria thus independent travelers might not expect much on it.
