this sounds silly... but it never hurts to double check:
I will be arriving in Saigon at 22.00 with a visa on arrival. I know imigration still works... but will it be a problem to issue the visa then?

You better have a rep from your visa agent there, too.
The desk is on the left wall, inside the immigration hall. Bring your US Dollars.
