Need help in planning a trip

There are six of us traveling to Ho Chi Minh City arriving at the end of February and staying for 15 days. My wife is Vietnamese and her sister an husband will be traveling with us as well so the language should not be a problem.

This is there first trip back to Saigon for my wife and her sister in 35 years so there is a lot they want to see (which is my concern, trying to do too much). The following is a tentative schedule.

Feb 25 - 27 Ho Chi Minh City
Feb 28 Fly to Hue
March 1 Hue
March 2 - 4 on the 2nd drive to Hoi An and stay until the 4th or 5th

Option 1
Go to Dalat Feb 5 - 7th
back to Ho Chi Minh City 8 - 11th

Option 2
Go to Hanoi on the 5th
Halong Bay 6 and 7th
Hanoi on the 8th and get an evening flight back to Ho Chi Minh City
Ho Chi Minh City to visit family 9th , 10, 11th

The goal of this trip for myself and my brother-in-law is to experience the culture and well a as enjoy the country.

Are we trying to do too much in a short time?
Would it be better to do a 2 day trip to the Mekong Delta and skip Hanoi and Halong Bay.
How many days do you need to do a Hanoi and Halong Bay trip?
Are we staying too long in any of the other Cities?

Any suggestions will be greatly appreciated.

I would go to Hanoi and Ha Long Bay and need 4 days to cover these sites.

Day 1: Hanoi in
Day 2: Hanoi
Day 3: Hanoi/Ha Long Bay
Day 4: Ha Long/Hanoi/HCMC.
