I know that it's possible to buy a SIM card for cell phones without problem in Hanoi or HCMC, but wonder if it's possible to buy a cell phone, preferably with something like prepaid minutes? Any details/suggestions would be welcome.

Yes. 20$ for the brand new Nokia with torch
thats the cheapest.
If you want prepaid minutes then buy a prepaid SIM.

It's very easy to buy one. just go to a mobile shop and tell them what kind of fone you like to buy. Give the money, take the fone. You are done

There are lots of places to top up your sim card. Mobifone have been doing frequent 100% free promotions.
The phones here are unlocked.
